Why 851 × 315 and 100 KB
Facebook’s help page on Page cover photos says a cover loads fastest as an sRGB JPG 851 pixels wide, 315 tall and under 100 KB, and must be at least 400 × 150. The copy you save here is sRGB, the right size and, with the switch on, under 100 KB.
What covers the cover
The Page’s profile picture sits over the left side of the cover, overlapping it by about 40 pixels on phones, and the cover may be cropped and resized for different screens. Keep text toward the middle and right.
Logos and text
Facebook suggests PNG for covers with a logo or text. PNG keeps every pixel, so the 100 KB switch only applies to JPG.
