GIF or WebP
GIF plays in every app but holds at most 256 colours, so photos can look banded. WebP keeps full colour and is usually much smaller, and plays in current web browsers and most chat apps.
Timing
GIF stores time in hundredths of a second, and web browsers play 0.01 s or less as a tenth of a second, so the shortest time a picture gets is 0.02 s.

The pictures and videos are read and saved right here on your device. Nothing is uploaded or stored, and there is no sign-up. Close the tab and they are gone.
